Blackbird requires additional firmware work to enable 2666MHz DIMMs.

While some specific DIMMs work, we prefer to reduce user confusion
at this juncture and at least allow user systems to IPL pending
the requisite firmware update.

Reduce DIMM slots to the two slots present on Blackbird

Work around phosphor-ipmi-fru-properties-mrw-native gen_fru_properties.pl creating invalid YAML files when TPM node is not found in MRW

Add 2666 to supported speed and change single drop definitions to use 2666.

Stop states should now be ready for testing

Update MAX_ALLOWED_DIMM_FREQ to allow 2666MHz DIMM modules to run at full speed when in a single drop configuration.

Change tested with 4x M393A2K40BB2-CTD modules.
