Overiew:
- Most of P9 script are depends python2, which is python2 alias with
  python in older rhel versions
- In RHEL8 their is no default python, we have a mention python version.
  To execute the script
  - make python script compatible to python2 and
    python3
- Most of the pyhton print script are not conatian parentheses
  (print(" ")) - fixed

Fix #2 to defect 539370 (ie, Ubuntu fail with -Werror=format-security) · f9b2cb1c

One of the files that needed to be fixed is an ecmd file.
According to Kahn we're not allowed to push changes to ecmd files
for p9. So I made a copy of the ecmd file in question,
ecmd/ver-14-21/ext/fapi2/capi/plat_trace.H, and put it in
./hwpf/fapi2/include/ecmd_fix/plat_trace.H.

plat_trace.H has been modified with a small change to the FAPI_XYZ()
macros which now call a helper function, snprintfHelper(), which
prevents the compiler's detection of the format-security condition.

See ./hwpf/fapi2/include/ecmd_fix/plat_trace.H for more explanation
in the comments to the definition of snprintfHelper().

Also, I've made some simple changes to various files that fail the
-Werror=format-security test during build because their printf()
statements contain a ptr to a string that has no '%' format identifier.

- checks for PFET Sense enable/disable ever being the same
- check at STOP power on and power off
- add FIT routine to peform check upon each interval
- if checks fail, mark the core in a CME scratch reg and halt
- CME halt is noticed by SGPE.  SGPE checks the CME scratch reg for
  either core to be marked.  Sets OCC LFIR[61] to id PFET issue.
- Use CPMMR bit5:6 instead of scratch1 reg for pfet failure bits

OCC LFIR bit will be used by p9_pm_callout to log PFET related
  errors by core. (not in this commit).
