Add API routines for getting/setting KAISB

This updates the bootrom to handle the new KAISB routines

  • Added an irq_set_base/irq_get_base API routines.
  • Update bios/main.c to set the base address to 0 before enabling interrupts.
  • Add a few missing static keywords in irq.h
