Using about:blank to define empty url instead javascript://
which doesn't prevented by Chrome-73 version.

As described in ticket that src attribute of message-body-iframe
with "javascript:\" is preventing the content to be loaded at all.
Avoiding the practice to set any kind of url in src attribute to
iframe.

- Make sure values passed to font-format config in tinymce doesn't contain single quotes, this upsets tinymce editor and we are seeing issues when user selects any font format, combobox gets different value
- Removed i10n ignore blocks from language files as it is not required and creates confusion
